The next critical ingredient to the realization of successful waterfronts is the process itself. The common elements of a public process that have surfaced include informed involvement; a process that is open, transparent and clear; that alternatives are considered and evaluated; that imaginative thinking is stimulated; that there is a willingness to experiment; and a sense of owenership and pride is cultivated.
